On March 17th, about 40 of our neighbors gathered at the Armory to discuss the future of Flamingo Park's 500 Block.
Approximately 10 years ago, the City of West Palm Beach explored land use options for the existing commercial and industrial land uses located along the railroad tracks within the 500 Block. After much discussion, all the property along the railroad tracks was rezoned for single family homes. It was hoped, at the time, that the rezoning would spur the conversion of these non-residential uses to new homes.
After one of the largest housing booms ever in Florida, none of the non-residential properties were converted to homes. Meanwhile, the existing commercial and industrial uses are now considered non-conforming uses and are prevented from improving or renovating their properties in any significant way.
With this background, the 40 participants who met at the Armory discussed the possible uses that might be acceptable in this area along the railroad tracks. There was discussion on how to improve those properties to include better buffering next to the existing single family homes and upgrades to the street trees along the sidewalks. There was also concern about creating additional traffic and parking problems.
As a result, the group asked to see a general listing from the City's zoning code of possible uses to be considered for the 500 Block. The City of West Palm Beach has provided us a list of uses as per the Zoning and Land Development Regulations and a survey for us to complete to indicate our choices for this area of our neighborhood. A copy of this survey is posted on the neighborhood web site at www.flamingopark.org for you to download, print and complete.
The 500 block committee and interested residents will meet again on June 10th at 6:30 p.m. at the Armory Art Center. All residents are welcome. Additional copies of the survey will be available at the meeting. Please return your completed surveys to me either before or at the meeting.

Flamingo Park Historic District was officially added to the West Palm Beach Register of Historic Places in January 1994. Within the District there are 721 structures. Of these, 463 are currently listed as contributing or historically significant, while 258 are non-contributing structures. These structures include primary residences and numerous historic outbuildings, garages, apartments and accessory structures that also contribute to the historic fabric of our neighborhood.
Since our original historic designation, additional properties have become “eligible” for such designation. Like our counterparts across the City of West Palm Beach, and the country for that matter, we now face the question of whether homes built in the 1950s justify historic preservation. Many long-term residents remind us of these “in between” houses that were added to the neighborhood following World War II. What then will our answer be, and how can we arrive at the best broad-based consensus possible? Ultimately, our committee’s goal is to have our neighborhood make a recommendation to the City on this important issue. This is grassroots input at its very best, but to be totally successful, we need to hear from everyone!
Your commitment and participation are essential to a successful process. To facilitate the ongoing work, and ultimately recommendations, we will be providing important committee updates at the next two general meetings. We encourage feedback and discussion. We are also planning a survey in order to hear from as many Flamingo residents as possible. This should be available in late summer.
Our committee focus for the past several months has been to educate ourselves about historic designation issues and meet with the City at various forums to strengthen our knowledge base. We have also conducted a street-by-street walk-through, a process that was completed in May. We have found several designation records that are in need of updating by the City. Additionally, we have established a goal of creating our own set of neighborhood standards to guide homeowners and future investors in remodeling, restoring, rebuilding and/or constructing new homes within our district. We have reached consensus that properties should be grouped based on architectural type and detail.
In summary, the looming question for all of us is whether those non-contributing properties that have now become eligible for historic designation should be added to our official historic district. Adding them will strengthen the value that we place on these properties as a neighborhood and preserving them for future generations would be assured. Of course, the additional requirements that accompany historic preservation would also be required. The topic should provide for lively discussion as we move forward with what we believe to be best for OUR historic neighborhood.
